Under Notice No. 151/CCC/DG dated April 15, 2004, all cargo shipped to or transiting through the Port of Pointe Noire, Republic of the Congo, must obtain an ECTN (also called EBSC or URN). Failure to comply will result in customs clearance delays, fines, and penalties. Each B/L requires a corresponding ECTN with consistent details.

• The ECTN must be processed before the carrier issues the original B/L.

• The approved ECTN (in PDF format) will be emailed to the applicant, who must forward it to the consignee and carrier.

• ECTN issuance typically takes 5 working days post-shipment; delays incur penalties.
