Overview
Kenya’s Pre-Export Verification of Conformity (PVoC) program, effective July 1, 2005, replaces traditional pre-shipment inspections. A COC is mandatory for goods entering Kenya and must be issued by an accredited agency. Non-compliance may lead to cargo testing at the destination port, delays, fines, or re-exportation.
PVoC Inspection Methods:
Method A: Consignment Certification
• Applies to exporters with ≤3 annual shipments.
• Steps:
1. Submit application (RFC).
2. Document review.
3. Product testing and on-site inspection.
4. COC issuance.
Method B: Product Registration & Shipment Certification
• For frequent exporters with consistent product lines.
• Registration valid for 1 year; exempts routine testing.
• Excluded products: Sugar, grains, fertilizers, fresh/frozen seafood, dairy, fresh horticultural goods, used/second-hand items.
Method C: Manufacturing Licensing
• For high-volume manufacturers.
• Requires factory audits and quality control assessments.
• Licensed products bypass inspections; random testing may apply.
